New customer and patient information systems smoothly in use
The wellbeing services county of Central Uusimaa (Keusote) invests in service development and modernising its information systems. They started a huge implementation project of new social care client and healthcare patient information systems for social care, healthcare, and dental care services. We helped the project delivery, deployment and management because of our extensive experiences and background in major social and healthcare reforms.
This was a successful project! The services were brought into common and modern solutions.

The transition to wellbeing services counties is one of the most significant changes in the structure of Finnish society. The reform in 2023 was a major restructuring of the country’s social and healthcare services. It aimed to centralise the administration and delivery of services from the municipalities to newly created regional authorities called “wellbeing services counties.” The reform sought to improve efficiency, equality, and quality of care by reducing fragmentation and ensuring better resource allocation across the regions.
Now information actually flows between the six municipalities and visibility has improved considerably.

Among the first to enable a successful change
Keusote had already founded a joint municipal authority in 2019 to integrate services in the area. The existing joint municipal authority worked as a base for the new Keusote that was founded after the reform.
Keusote is responsible for the health, safety and well-being of Central Uusimaa residents in the Hyvinkää, Järvenpää, Mäntsälä, Nurmijärvi, Pornainen and Tuusula areas. They also coordinate the rescue services and specialised medical care provided by HUS.
Wellbeing services counties are regionally autonomous public-law entities that operate independently of local authorities and the central government. Their statutory duties include providing social welfare and healthcare services and coordinating rescue services. The wellbeing services county of Central Uusimaa covers an area with a population of approximately 200,000 people and employs around 4,000 professionals.
Keusote provides primary healthcare, social welfare, services for children, adolescents and families, services for working-age people, services for elderly people, mental health and substance abuse services, services for people with disabilities, school and student welfare and promotion of wellbeing and health.
Keusote is aiming to be at the forefront of digitalisation, driving innovation and growth with forward-thinking strategies.
From 20 systems towards one entity

At the beginning of the project, many of the member municipalities still had their own system solutions and different processes. There were closer to 20 patient and client information systems used when the project started.
Together with Deloitte, we focused on supporting project delivery, deployment and management. Our objective was to consolidate these different systems into one entity and enable process integration to enhance the service provision performance. This would not only improve and equalise the services provided in the area but also ease employee movement inside the area and bring savings to develop their services further.

Improved systems for social care, healthcare, and dental care services
Keusote chose CGI as their system provider. Solita and Deloitte were partners for program and project management.
The project scope included data migrations from old systems and the system training for the whole wellbeing services county personnel of around 2000 professionals. Also modelling of new wellbeing services county organisations, their services and other organisational level information into the system solution was included in the delivery.
As part of the program, we also helped Keusote in the system implementation for the newly joined organisations that were fusioned part of the 2023 social and healthcare reform.
We worked together in a good spirit. It was easy to talk to Solitans directly about what was happening. The cooperation worked very well.

All patient data successfully in use
We strengthened customer resourcing in their deployment project delivery and supported service level and customer organisation in specifying and defining new unified processes and system specifications which fit the user needs in a better way.
The deployments were completed on schedule and the number of systems to be maintained was significantly reduced. The data for the entire region is now available in the same systems, which also benefits the residents who use the services. There will be also major savings from this project.

We worked tightly in cooperation with Keusote’s IT management, service level and many other stakeholders in order to create the best possible solution. We also strengthened Keusote’s resources in the implementation of deployment projects and supported service operations in defining coherent processes and adapting systems to operational needs in deployment projects.
We worked closely with IT, social and healthcare professionals and other stakeholders to find a solution that works for all parties. This is a huge change and ways of working and documenting the everyday work are still developed further.
