The Legal Register Center (LRC) needed to reduce the long lead times associated with traditional system development and enable development in sectors not involved in large-scale projects. They also wanted to improve the efficiency of public servants’ work by automating and digitalising manual processes, and by promoting a culture of experimentation. LRC now has a new approach, which includes a low-code application platform, financial frameworks, and a delivery model supporting rapid development. Solita was LRC’s partner in ideation and design of processes and applications and their technical implementation, covering both Azure and the Power Platform.

The Legal Register Center (LRC) is responsible for the development and maintenance of information systems for the judicial administration authorities, as well as for record keeping, data management, and the enforcement of pecuniary penalties. 

Together we found the best low-code development practises and ways of working, which resulted in:

  • Faster application development

  • Low-code governance model was deployed to everyday life

  • A new cloud-based development model alongside the old implementation method

  • Updated maintenance model for low-code applications and easy environment monitoring with center of excellence

  • Common practices in architecture, development, and documentation

  • Automation and automated testing of release pipelines have been included from the start, which has kept environments consistent and change management efficient

  • CollabAI workshops demonstrated generative AI’s capabilities

Agility of low-code and scalability of pro-code

LRC wanted to streamline its digital service development. A more modern approach to application development was introduced alongside traditional development. LRC wanted to have common operating methods leveraging the Microsoft Power Platform, ensuring a unified, efficient, and forward-thinking approach. This covers processes, architectural decisions and models, development manuals, and common components. Azure was used to add new features to Power Platform applications.

Solita used a hybrid team that included pro-code experts, low-code developers, and designers to meet LRC’s needs. Low-code developers build Power App applications (Canvas, Model-Driven and Power Pages) which utilise Power Automate and Dataverse. Pro-code was used especially for Azure capabilities such as APIM, AzureFunctions, Storage, DevOps and KeyVault. Also PCF components are created and used to extend the capabilities of the platform.

Combining pro-code with low-code gave us the speed and flexibility LRC needed, while maintaining the scalability, security and customisation we required.

Better solutions for LRC and its sectors

Solita built several applications for LRC’s different administrative sectors; some replaced systems that had reached the end of their life cycle, and some were completely new applications that made the work of civil servants more efficient.

LRC’s sectors are very different from each other, and they have distinct requirements and needs in terms of user numbers, language requirements, data security, protection, and traceability. To make sure all the end-user needs were fully met, our hybrid team also included business and UX/UI designers. Designers led the needs assessment and user engagement processes to ensure that the solutions were based on end-user needs.

Potential opportunities for leveraging AI were also explored through Solita CollabAI workshops, which helped identify concrete use cases where Copilot Studio could enhance LRC’s processes, improve efficiency, and support future development.

Thanks to the excellent workshops, we were able to quickly see where Copilot Studio could be used and how AI agents could be leveraged.

During the project, we also created an operating model called “From idea to application,” which speeds up the solution planning and design phase so that it is possible to identify faster which ideas are suitable for low-code development and which aren’t.
