The Harja system, built together with the Finnish Transport Infrastructure Agency, brings together all data on road maintenance contracts. It shows what is done on roads on a map template: snow removal, salting, brushing, paving, painting, and much more.

Harja’s goal is to improve cooperation between different parties, and the effectiveness and transparency of activities. As a result, the price-performance ratio improves in maintenance. This benefits both road users and all other taxpayers.

Road maintenance activities in one place

Previously, there was no single monitoring system for road maintenance contracts, such as paving and painting. Each contract was processed separately. In addition, the system for such road activities as snow removal and salting had reached the end of its life. Harja brought these needs together into a single maintenance system, providing all maintenance contracts in one place.

More effective cooperation between different parties

Harja allows different parties to work together: it builds an overview of all contracts that allows parties to monitor the progress of all activities. This is done using the Harja user interface, in which the activities carried out in each contract are updated in real time. Harja not only improves cooperation between contracts, but also offers better opportunities for the joint management of activities. Centres for Economic Development, Transport and the Environment, the Finnish Transport Infrastructure Agency, consultants, and contractors can now more easily focus on similar problems using a single system.

Better access to necessary data

Harja improves efficiency by improving the flow of data The system makes cooperation easier by giving access to data that was previously inaccessible. In addition to the map-based overview, this includes paving schedules, data on on-call duty officers, and the Traffic Management Centre’s notifications. Harja’s data will also be made available to people in real time though the Tilannekuva (Overview) service. Because the needs of different parties are constantly changing, Harja’s system structure has been built so that it can flexibly respond to future challenges and changes.
